First Resolute Raccoon test rebuild

Graham Inggs reports that the Resolute rebuild started on December 18 has completed for all components, less universe and multiverse on riscv64. A link for build failures is provided, with a request for help to fix. As well, we are told there are two test rebuilds for glibc 2.43 and gcc 16.
